SHINER - The new Shiner public school campus will be ready when classes resume in January 2007 despite the fact that drawing up the plans is running behind schedule, project architect Jim Singleton told the school's board of trustees Wednesday night.

The district's trustees earlier this year approved a lease-purchase agreement to build a new PreK-12 campus at a site adjacent to the district's football stadium on the west side of the city. The project has an approximate $7 million budget.

The holdup on the architectural plans is mechanical drawings for the air conditioning and heating system. Singleton's preference would be for the district go with a chilled water system, but the budget for the project might require a simple split system.

"The chilled water system is more efficient," he said. "After the first 10 years, you'll make the money back and more over the next 20 to 30 years and more."

In response to board questions, Singleton said a chilled water system could be included in the plans but would require certain changes be made in the conduits of the delivery system.

After the meeting, Singleton said he still hopes to have the final drawings completed by Oct. 24.

"That would give us time to go out for bids on work by the subcontractors," he said. "And we could begin construction by as early as January, which would give us the time to meet the original goal of opening Jan. 1, 2007."

Offering the trustees some good news, Singleton said that geotechnical report on the site was positive, calling for a foundation system and materials that would be needed. He estimated the foundation cost at about $8 per square foot as opposed to the possibility of $15 per square foot had the soil samples been less positive.

Singleton also reported that he has had a number of positive meetings with the project's general contractor, Sterling Structures of Houston.

"(Consultant Ken Leach) has talked about people having to 'buy into the project,'" Singleton said. "I certainly have and it looks like the contractors are going to as well."

Among the actions taken by the board during the meeting, the trustees approved this year's staff handbook and the 2005-06 salary schedule for the teaching staff. Superintendent Trey Lawrence said the salary schedule offers teachers $1,000 over the mandatory state salary figures, which are the same as for the 2004-05 school year.
